How to Rotate a PDF and Save It Permanently (Free, Offline)
By The NativeOffice Team
To rotate PDF pages and save them permanently, open the PDF in a desktop PDF editor, select the sideways or upside-down pages, turn them 90° at a time, and save the file. The rotation is then written into the PDF itself, so the pages open the right way up in every reader, on every device. Most free PDF readers only offer "Rotate View", which turns the page on your screen but is forgotten the next time you open the file. On Windows you can rotate and save pages offline in NativeOffice's PDF tools, in PDFsam Basic, or with a few lines of Python, and nothing has to be uploaded to a website.
Why does my PDF go back to sideways after I rotate it?
Because you most likely rotated the view, not the file. Readers such as Adobe Acrobat Reader and the PDF viewers built into Chrome and Edge have a rotate button that only changes how the page is shown on your screen right now. The PDF on disk is unchanged, so when you email it, print it or reopen it, the page is sideways again.
Every PDF page has a rotation setting stored inside the file (0°, 90°, 180° or 270°). A real rotation changes that setting and saves it. That is the only kind of rotation that stays put.
Why rotate a PDF offline instead of on a website?
The PDFs that come out sideways are usually scans: ID cards, signed forms, bank statements, receipts and handwritten notes photographed on a phone. Free online rotators ask you to upload the whole file, which leaves a copy on someone else's server, at least for a while. Desktop tools do the same job on your own computer, with no file size limits, no daily task limits, and no internet connection needed.
How do I rotate PDF pages and save them on Windows with NativeOffice?
NativeOffice for Windows includes PDF tools for reading, annotating, merging, splitting, reordering, rotating and compressing PDFs. They run on your own machine and keep working offline after you have signed in once.
- Install NativeOffice for Windows from the Microsoft Store and sign in once with your Google account.
- Open the PDF. It opens as a tab, just like a document or a spreadsheet.
- Look through the page thumbnails and pick the pages that are sideways or upside down. You can rotate a single page, a few pages, or all of them.
- Use the rotate option in the PDF tools. Each turn is a quarter turn (90°), so an upside-down page needs two turns (180°).
- Save the PDF, ideally as a new copy so the original stays untouched.
- Close the file and open it again, or open it in a different reader, to check that the pages now open the right way up.
While the file is open you can also split it, merge it with other PDFs or compress it for email, all without leaving the app.
How do I rotate a PDF for free with PDFsam Basic?
PDFsam Basic is a free, open-source PDF tool for Windows, macOS and Linux that processes files locally.
- Open PDFsam Basic and choose the Rotate tool.
- Drag one or more PDFs into the window.
- Choose which pages to rotate: all pages, even pages, odd pages, or a page range.
- Pick the angle (90°, 180° or 270°).
- Choose where to save the output and click Run. PDFsam writes a rotated copy of each file.
This is handy for bulk jobs, such as a batch of scans that all came out sideways.
How do I rotate PDF pages with Python?
If you rotate PDFs regularly, or need to fix hundreds of files, a short script with the free pypdf library does it offline in seconds. Install it with pip install pypdf, then run:
from pypdf import PdfReader, PdfWriter
reader = PdfReader("scan.pdf")
writer = PdfWriter()
pages_to_turn = {0, 2} # page numbers start at 0, so this is pages 1 and 3
for i, page in enumerate(reader.pages):
if i in pages_to_turn:
page.rotate(90) # clockwise; use 180 for upside-down pages
writer.add_page(page)
with open("scan-rotated.pdf", "wb") as f:
writer.write(f)The angle must be a multiple of 90. Like the desktop tools, this changes the page's rotation setting rather than redrawing the content, so text stays sharp and searchable.
Does rotating a PDF reduce its quality?
No, not when it is done properly. A proper rotation only changes the rotation setting of each page, so the text, images and scan resolution are exactly as before. Quality can drop only if a tool rebuilds the pages, for example by "printing" them to a new PDF or converting them to images. If you need to keep the text selectable, use a tool that rotates pages directly, like the ones above.
What should I check before sending a rotated PDF?
- Open it in another reader. If it opens the right way in a browser and in your PDF app, the rotation was saved in the file.
- Check every page. Mixed scans often have one landscape table among portrait pages; rotate only the pages that need it.
- Keep the original. Saving as a new copy means you can always start again.
- Make it searchable if it is a scan. Rotate first, then run text recognition, because OCR works best on upright pages.
FAQ
How do I rotate just one page of a PDF?
Select only that page in a desktop PDF editor such as NativeOffice or PDFsam Basic, rotate it, and save. The other pages keep their orientation.
How do I rotate a PDF and save it in Windows 10 or 11?
Open the PDF in a desktop PDF editor such as NativeOffice for Windows, rotate the pages that are sideways, then save the file as a new copy. The built-in viewers in Edge and Chrome can only rotate the view, so the change is lost when you close the file.
Can I rotate a PDF in Microsoft Edge or Chrome and save it?
The rotate button in the browser viewer only turns the view. To keep the change, use a PDF editor that saves the rotation into the file.
Can I rotate a PDF without Adobe Acrobat?
Yes. NativeOffice for Windows, PDFsam Basic and the pypdf Python library all rotate pages and save the result, offline and for free.
Is it safe to rotate a PDF online?
For everyday documents it is usually fine, but it means uploading the file to someone else's server. For IDs, contracts, statements and medical papers, rotating offline on your own computer is the safer choice.
Why is my scanned PDF sideways in the first place?
Scanners and phone apps sometimes guess the orientation wrong, especially for landscape pages or pages with little text. Rotating the affected pages once and saving fixes it for good.
