How to Make a Scanned PDF Searchable Offline (Free OCR)
By The NativeOffice Team
To make a scanned PDF searchable offline, run it through a desktop OCR (optical character recognition) tool that adds an invisible text layer on top of each page image, then save it as a new PDF. The page still looks exactly like the scan, but you can press Ctrl + F to find words, select and copy text, and let Windows or your file search index it. On Windows you can do this with the Text recognition tool in NativeOffice, or with free tools such as NAPS2 and OCRmyPDF; nothing has to be uploaded to a website.
Why is my scanned PDF not searchable?
A scanner or phone camera produces pictures of pages, not text. When those pictures are saved as a PDF, each page is just one big image, so a PDF reader has no words to search. You can spot this quickly: if you cannot highlight a single word with your mouse, or Ctrl + F finds nothing even for words you can see, the file has no text layer.
OCR fixes this by recognising the letters in the image and writing them into the PDF as hidden text that sits exactly under the printed words.
Why do OCR offline instead of on a website?
The documents people scan are usually the sensitive ones: bank statements, ID cards, signed contracts, medical reports, tax papers and receipts. Free online OCR sites ask you to upload the whole file, which leaves a copy on someone else's server. Many also cap file size or the number of pages per day.
A desktop OCR tool reads the pages on your own computer. It works without an internet connection, has no page limits beyond your disk space, and leaves the original file untouched.
How do I make a scanned PDF searchable with NativeOffice?
NativeOffice for Windows includes a Text recognition tool among its built-in PDF tools, made for exactly this job.
- Install NativeOffice for Windows from the Microsoft Store and sign in once with your Google account. After that it works offline.
- Open the scanned PDF. It opens as a tab, like a document or spreadsheet.
- Rotate any sideways or upside-down pages first. OCR is far more accurate on pages that are the right way up.
- Run the Text recognition tool on the file.
- Save the result as a new file, for example
contract-searchable.pdf, so you keep the original scan. - Open the new file, press Ctrl + F and search for a word you can see on a page to confirm the text layer is there.
If the scanned PDF is large, you can also compress it afterwards with the Compress PDF tool in the same app.
How do I make a scanned PDF searchable with NAPS2?
NAPS2 is a free, open-source scanning app for Windows, Mac and Linux that uses the Tesseract OCR engine. It can also process PDFs you already have.
- Download NAPS2 from its official site, naps2.com, and install it.
- Open NAPS2 and choose Import to load your scanned PDF.
- Open the OCR settings, pick the language your document is written in, and let NAPS2 download that language file once.
- Turn on the option to make PDFs searchable.
- Save as PDF under a new name. NAPS2 runs the text recognition while it saves.
How do I OCR a PDF from the command line?
If you are comfortable with a terminal, OCRmyPDF is a free, open-source tool that adds a text layer to scanned PDFs and keeps the original page images. It runs on Windows, macOS and Linux.
- Install it. On a Mac with Homebrew, run
brew install ocrmypdf. On Ubuntu or Debian, runsudo apt install ocrmypdf. On Windows it is easiest inside WSL with the same apt command. - Run
ocrmypdf scan.pdf scan-searchable.pdf. - For documents in other languages, add the language code, for example
ocrmypdf -l hin scan.pdf out.pdffor Hindi, after installing that Tesseract language pack. - If some pages already contain text, add
--skip-textso those pages are left alone.
How can I get better OCR results?
Scan at the right resolution
About 300 DPI is the sweet spot for ordinary printed pages. Lower resolutions blur small text; much higher ones make files huge without improving accuracy much.
Keep pages straight and well lit
When scanning with a phone, hold it parallel to the page, avoid shadows and glare, and crop away the table around the paper. A scanner app such as NativeOffice Scan for Android turns paper pages into a PDF straight from your phone.
Choose the correct language
OCR engines use language data to recognise words. Selecting English for a page written in Marathi or German produces gibberish, so always pick the language printed on the page.
Check the important details
OCR is very good on clean print but not perfect. Numbers, names and amounts are worth double-checking, and handwriting is usually recognised poorly.
Does OCR change how my PDF looks?
No. A searchable PDF keeps the original page image and places the recognised text invisibly behind it, so the document looks the same when you view or print it. Only the file size grows slightly because of the extra text.
Can I convert a scanned PDF to an editable Word document?
Yes, but it is a two-step job. First make the PDF searchable with OCR, then convert it to Word. NativeOffice has a PDF to Word tool for the second step, and our guide on converting a PDF to Word without uploading it covers the details. Expect to tidy up the layout afterwards, since scans rarely convert perfectly.
Frequently asked questions
Is there a free way to OCR a PDF offline?
Yes. NativeOffice for Windows is free to download and includes a Text recognition tool, and NAPS2 and OCRmyPDF are free and open source. All three work on your own computer.
Does making a PDF searchable upload my file?
Not with a desktop tool. Some apps download a language file the first time you use a language, but your document itself stays on your computer.
Can OCR read handwriting?
Only roughly. Standard OCR engines are built for printed text, so neat block capitals may work but joined-up handwriting usually does not.
Why does Ctrl + F still find nothing after OCR?
Check that you opened the new file rather than the original, and that you chose the right language. If the scan was very blurry or skewed, rescan it straighter or at about 300 DPI and run OCR again.
Can I make a password-protected PDF searchable?
You will need to open it with the password first. Once the text layer is added, you can protect the new file again; see our guide on how to password protect a PDF file.
